Ethical Code
Principles
Ethics, integrity and stable governance are core principles for the World Expo Commissioners Club Association. The World Expo Commissioners Club Association is required to apply to the principles mentioned above in the exercise of its social functions according to the below stated rules. These rules guarantee the impartiality, loyalty, discretion and integrity of all those who work for the World Expo Commissioners Club Association.
Staff
The World Expo Commissioners Club Association’s staff is expected at all times to act objectively and impartially in the interest of the Members of the Association. The staff operates within a framework of rules including largely common-sense standards of behaviour that are expected from all those participants whose independence and sense of responsibility are fundamental to carrying out their duties correctly.
Conflicts of interest and external activities
The World Expo Commissioners Club Association’s staff may not accept favors or gifts from third parties without obtaining prior authorization from the Governing Board. The World Expo Commissioners Club Association’s staff must not have no interest in any businesses or organizations which are conflicting or compromising for the independence of the Association. Any outside activities must be approved prior permission issued by the Governing Board. The World Expo Commissioners Club Association’s staff is also required to inform the Governing Board, if in the performance of their duties, they shall be appointed to decide on a certain matter in which they have a personal interest which might impair their impartiality.
The World Expo Commissioners Club Association’s staff has the right to act, on behalf of the Association, with freedom of expression, with the due respect to the principles of loyalty and impartiality. If they intend to publish any matter dealing with the work of the Association, they shall be bound to inform the Governing Board in advance. At the same time, and for obvious reasons, they cannot divulge restricted information.
The Association Governing Board is not above these principles: its Members have to declare their interests and they shall be bound to the same principles of conduct as the World Expo Commissioners Club Association’s staff.
Safeguards:
ensuring high professional standards
Administrative inquiries and disciplinary procedures
The disciplinary procedure shall be applied to any failure to comply with the obligations by any officer, whether intentionally or through negligence. Proven personal responsibility can be subjected to a range of financial or non-financial penalties proportioned to the misconduct verified.
Whistleblowing
The World Expo Commissioners Club Association’s staff shall be bound to report possible fraud, corruption or detrimental to the interest of the Association, or any serious failure to comply with any obligations.
Professional incompetence
The Governing Board shall consider all the Association’s staff’s skills and conduct. If a member of staff finds it difficult to meet the standards required, where underperformance persists after that any efforts have been undertaken to remedy the situation, a dismissal or downgrading procedure can be launched.
